Enable A-Side Fabric Connectivity

Currently, only an A-side can initiate connections to a Z-side on Fabric. Which means that if a Metal customer wants to connect to another Z-side, they either need to get a dedicated port or use a Network Edge device to act as an A-Side. Enabling A-Side Service Tokens will remove the need for a Network Edge device when a customer wants to connect Metal to another "Z" side location, such as AWS.

Fabric VC from Metal makes it easier for customers to order outgoing and incoming Layer 2 Virtual connections between Metal and Equinix Fabric using Fabric service tokens. This feature is currently available only as a limited Availability meaning access to this feature is restricted. In order to get access to this feature, customers will need to request enablement via their sales/account teams or Metal CS/TAM.

Two new options are available for customers to order.
- Fabric VC (Metal Billed) - This option makes it easier for customers to order a Layer Fabric virtual connection (VC) from Metal to local Fabric destinations at lower cost and complexity compared to the current method requiring users to purchase and provision their own router. The Fabric VC can be rented at granular hourly rates from Metal without requiring long-term contracts. Billing for Fabric VC charges will be consolidated onto the customer's Metal billing invoice.
- Fabric VC (Fabric Billed) - Choose this option for connecting from Fabric participants into Metal. This option replaces the current z-side/ECX token process which required manual approval of the "ECX tokens" from Metal customer success team after the ECX token is redeemed from the fabriv portal. The new Fabric Billed option has built-in automated acceptance of the Fabric Billed service tokens issued by Metal after the customer enters the token on their fabric portal. As before, there are no fabric VC charges for inbound connections from Fabric to Metal.

This now appears to be supported functionality by Fabric through Service Tokens, documentation here https://docs.equinix.com/en-us/Content/Interconnection/Fabric/connections/Fabric-service-token.htm?, and would need to be added to Metal APIs.
