Build support for workflows or "policies" in the Metal Console that can be associated with reserved hardware, specifically Workload Optimized or Custom Hardware.

An attached policy could dictate what a customer can expect if their hardware server fails, including:

* Ready-Stock - server can be replaced by infrastructure in Ready-Stock - reserved servers activated (made billable) 90 days after delivery but customers can activate early. Failed servers are replaced from Ready-Stock pool immediately, Metal Ops fixes failed server during next maintenance window.

* Sparing - servers at discounted rates that are billable immediately. Failed servers are replaced by spares immediately, Metal Ops fixes failed server during next maintenance window.

* Parts Locker - custom parts are stocked to repair failed custom servers, Metal Ops repairs server during next maintenance window.
