NE-only Customers : allow permission to Service Profile creation and management

Fully Digital customer, with NE only assets, would like to create or manage or view a Service profile (private or public).

NE only customers should be able to access Fabric permission section to assing Service Profile permissions to users.

This feature is specifically mandatory for only_NE customers that need to be configured as z.side in a NSP _as _a _buyer model (eg Vz SDI), as they require to create and associated to their NEs a (public or private) service profile to be seen as end point destination
